The launch vehicle of the land-mobile Topol-M is based on the 79221×7922 heavy high aircraft of the MZKT-16 (previously also designated MAZ-16) produced in Belarus EMU chassis as the basis. The chassis is specially designed for this ICBM. It is similar to the launch vehicle used by the Topol but has eight axle drive, while the MAZ-7917 launcher used by the Topol missile has seven axles, with only the front and rear axles providing power. Therefore, this launcher is very flexible in its size class. At the same time, it also has good off-road maneuverability. The crew of the launch vehicle is three. The endurance of the Topol-M motorized launcher can reach 500 km. This allows the vehicle to be deployed covertly on a scale equivalent to a small European country.

Road-mobile ICBMs are more difficult to detect and destroy. It still has good survivability after the first nuclear strike. Once on high alert, the Topol-M can quickly leave base and deploy into distant forests, which can increase its survivability.
